Chris; Rusk was JFK's Sec. of State; McNamara was JFK's Sec. of Defense- These guys were on an airplane to Hawaii when JFK was murdered in Dallas. Upon landing and finding out the news, McNamara, Rusk, and McGeorge Bundy, Nat. Security Advisor, immediately returned to the White House.
